While I'm sure that this will be corrected by the time 2.0 comes out, until then, here's my (with the gracious help of The Thrash Mailing List) completely innacurate and unresearched shield rules.
Damage: The modifier to damage when using the shield to attack.
Encumbrance: The penalty to Agility when using the shield. This penalty does not affect the accuracy of blocking maneuvers
Note: Only Modern Shields may be used to block firearms, although (at the GM's option) a well polished shield may be used to reflect lasers and other light-based attacks.

The Range of a normal thrown shield is equal to Strength*2 feet. If the shield has been modified or built to be thrown, then the Range is doubled. Throwing a shield takes 4 AP plus the Accuracy modifier of the shield.
Shields do not modifiy the AP costs of maneuvers used with them. All shields have a Reach of one and take one hand.
